Why not raise the income tax on those individuals who don't live in the City of Kent but merely show up to work there! This massive influx of folk are the ones who put the strain on such city services as road & sewer, electric, police & fire.

Couldn't the residents proper of the city of Kent then be granted an accompanying offset in the form of reduced property taxes?
